Effective 25 September 2026 · Version 2026-09-10

CLZTR shows you real people, in real places, right now. That only works if the map can be trusted, so these are the rules: what belongs here, what does not, and what happens when somebody crosses the line.

Who can be here

CLZTR is for adults. You must be 18 or older (19 in Puerto Rico) and the account must be yours. One person, one account.

If you are under 18, tell us and we will close the account and delete what we hold. There is a button for it in the app, and it takes one tap.

How you treat people

No harassment, no threats, no hate. That includes attacking somebody for who they are: their race, religion, sex, sexuality, gender, disability, or where they come from.

No sexual content involving anybody who is not a consenting adult, and no sexual content at all where CLZTR is not the place for it: this is a map of where people are, not a gallery.

Do not post a photograph of somebody who has not agreed to be posted. In several countries we will remind you of this at upload; the rule applies everywhere.

No blackmail, no extortion, no threatening to publish somebody’s photographs or whereabouts.

Location is not a tool for finding people

This one is specific to CLZTR and it is the rule we enforce hardest. Do not use the map, a cluster, an event or a friend’s live location to follow, wait for, or turn up on somebody who does not want you there.

Sharing your live location with a friend is a window you open and close. Pressuring somebody to open one, or using one they opened for a different reason, is location abuse and it ends accounts.

What you can create

Clusters and events must be real. A cluster at a place you are not, an event that does not exist, a venue name you do not represent. All of those make the map worse for everybody, and they are removed.

Political, protest, religious, orientation, commemoration and cause categories are unavailable in some countries. Where they are unavailable they are not hidden from you as a preference: they are refused at creation, and the reason is legal rather than editorial.

Nothing that promotes violent or extremist organisations. Nothing selling drugs, weapons or anything else that cannot lawfully be sold where you are.

Being yourself

Do not pretend to be another person, a business you do not run, or an official body. Do not run automated accounts.

CLZTR checks that a real person is present, and for accounts that a real identity document exists. Neither of those is a claim that every account is verified, and neither replaces your own judgement about who you are talking to.

What happens if you break these

Depending on what happened, we may remove the content, restrict part of your account, suspend it, or close it. Serious harm (anything involving a child, a credible threat, or a real-world incident) is actioned first and asked about after.

Whenever we restrict something, you get a statement of reasons: what was decided, which rule, what we relied on, whether a person or a machine decided it, how long it lasts, and how to appeal. It is in the app under Settings, and it arrives as a notification.

You can appeal, and in some countries you can escalate to an external body afterwards. The statement names the route that applies to you.

Reporting something

Every profile, cluster, event, message and photo has a report option. Pick the category that fits. The categories are not decoration: they decide which queue the report lands in and how fast it is looked at.

If somebody is in immediate danger, call your local emergency services first. A report is not an emergency service, and we will show you the number for your country when the category calls for it.
